Approval of cycling routes

Approval of cycle routes is done in compliance with the provisions of the Procedure for Approval of Cycle Routes published on November 19, 2024.

ARTICLE 1
Provisions regarding the approval method of cycle tourism routes

(1) In order to approve a route/segment of a national/regional/local route, its administrator shall submit to the Velo National Coordination Center, hereinafter referred to as VNCC, established within the Ministry of Development, Public Works and Administration in accordance with the provisions of art. 4 paragraph (9) of Government Decision no. 477/2020 on the organization and functioning of the Ministry of Development, Public Works and Administration, with subsequent amendments and supplements, a request accompanied by the documentation established in paragraph (3).

(2) The administrator of a route/segment of a national/regional/local route is defined in accordance with the provisions of art. 15 paragraph (2) of Government Decision no. 441/2022 for the approval of methodological norms regarding the creation, arrangement and homologation of cycle tourism routes.

(3) The homologation documentation of national/regional/local cycle tourism route/segments is drawn up by their administrator and includes:

a) application for obtaining the homologation certificate, completed according to Annex No. 1 to this procedure;
b) copy of the applicant's identity document or fiscal registration document, as applicable;
c) copy of the documents attesting the agreement of the owner or administrator of the land or communication route/public road covered by the cycle tourism route proposed for homologation;
d) cycle tourism route sheet, completed according to the template provided in Annex No. 2 to this procedure;
e) copy of the notice issued by the administrator or custodian of protected areas if the cycle tourism route crosses such an area;
f) the route in GPS coordinates;
g) a copy of the legal document/reception report attesting to the reception upon completion of the development works of the cycle tourist route;
h) a declaration-commitment of the applicant according to which the cycle tourist route submitted for approval will be usable for a minimum of 5 years from the date of conclusion of the report of acceptance of the execution works.

(4) In order to be approved as national/regional/local cycle tourist routes, they must comply with the provisions of art. 4-6 of Government Decision no. 441/2022.

(5) The documentation provided for in paragraph (3) shall be transmitted electronically to the VNCC in order to obtain the national/regional/local route approval certificate.

(6) The applicant's application shall be analyzed within 30 calendar days from the date of submission of the complete documentation. In the event of incomplete documentation, the VNCC shall inform the applicant, within 5 working days from the date of registration of the application, by means of a notification, of the need to submit additional documents, as well as of the deadline for analyzing the documentation. The notification of completion of the documentation shall be sent by e-mail with acknowledgement of receipt.

ARTICLE 2
Issuance of the approval certificate

(1) The approval certificate of the cycle tourism route shall be drawn up within 30 calendar days from the date of registration with the VNCC, if the documentation is complete, according to the template provided in Annex No. 3 to this procedure.

(2) If within 6 months from the date of issuance of the notification the documentation is not complete, it shall be classified.

(3) In the event that changes occur after the issuance of the approval certificate, the administrator of the cycle tourism route shall submit the documentation provided in Art. 1 paragraph (3), updated, within 30 days of their appearance.

(4) The administrator of the cycle tourism route is obliged, within 30 days of the abolition of a route and the cancellation of the homologation certificate, to install warning signs at the beginning of the route and at the convergence points of several cycle tourism routes stating that the route has been abolished.

(5) The deadline for resolving the requests provided for in paragraph (3) is 30 calendar days from the date of registration with the VNCC.

(6) The VNCC will periodically publish on its own website the list containing all the homologated cycle tourism routes, called ROVELO. Its own website can be accessed at: https://www.centrulnationaldecoordonarevelo.ro.

(7) The certification of EuroVelo routes on the territory of Romania as EuroVelo routes is carried out by route inspectors certified by the European Cyclists' Federation.

(8) The updated list of certified route inspectors can be consulted on the website of the European Cyclists' Federation, using the link: https://pro.eurovelo.com/news/route-certification-trainings. The list can also be consulted on the VNCC website in the section dedicated to route approval.

(9) For routes or sections of cycle tourism routes that overlap with mountain/hiking/equestrian routes, the documentation must also be approved by the Salvamont county public services or authorities of the central public administration with attributions and competences, as the case may be.

(10) After approving the documentation, the administrator of the route/route segment of national/regional/local rank, as the case may be, submits it to VNCC for approval.

ARTICLE 3
Modification and withdrawal of approval


(1) The modification or withdrawal of the approval of the cycling routes is done by the VNCC according to the provisions of art. 12 para. (10) from Government Decision no. 441/2022.

(2) The VNCC reserves the right to modify and withdraw the approval also in the event that the running path of the routes/sections/segments of the route prevents the movement of users in optimal conditions and the route administrator does not order measures to return to the initial state within 6 months for the national/regional routes/segments and 3 months for the local ones.

(3) Approved cycling routes, in the process of being approved, as well as those whose approval has been withdrawn, are maintained in the ROVELO database for a maximum period of 5 years after the withdrawal of approval.
