The Velo National Coordination Center (VNCC) is the structure within the General Directorate for Implementation of the National Recovery and Resilience Plan of the Ministry of Development, Public Works and Administration responsible for the implementation of reforms and investments within Component 11 – Tourism and culture:
- Milestone 338 - Entry into force of the regulatory framework, with a deadline for completion in the First Quarter of 2022; in this sense, for the regulation of aspects related to cycling routes, GD no. 441/2022 for the approval of the methodological rules regarding the creation, arrangement and homologation of cycling routes, published in the Official Gazette no. 319 of March 31, 2022.
- Milestone 339 - The routes of the Velo National Coordination Center established and operational, with a deadline for completion in the II Quarter of 2022; According to the provisions of art. 4 paragraph (9) from GD no. 477/2020 on the organization and operation of the Ministry of Public Works, Development and Administration, with the subsequent amendments and additions, the Velo National Coordination Center was established with attributions in the elaboration of the study on cycling routes at national level and the creation of the national eVelo Platform, the identification, establishment, homologation, standardization, classification, monitoring of the state of the routes, development and promotion of cycling routes, respectively EuroVelo routes at national level.
- Milestone 340 - Comprehensive study on the territorial distribution of national cycling routes, with a deadline for completion in Quarter III of 2022; in this sense, the in-depth study that establishes the territorial distribution of cycling routes based on key criteria (for example, reducing traffic congestion, promoting ecotourism) was developed, identifying the relevant actors and integrating the existing initiatives to strengthen the natural and cultural heritage, in in accordance with the requirements set out in milestone 338. Based on the results of the study, the Cycling Routes Financing Scheme was launched. The study and related appendices can be found in the Studies/Reports/Analyses subsection.
- Milestone 341 - The integrated national eVelo platform and application for smart phones, with a deadline for completion in Quarter III of 2022; in this sense, the eVelo Platform was developed consisting of the website https://www.centrulnationaldecoordonarevelo.ro and the "Romania Velo" application for smart phones that can be downloaded both by users of Android phones and by iOS phones.
- Milestone 342 - Signing of contracts regarding cycling routes, with a deadline for completion in the IV Quarter of 2024. In this sense, a number of 12 financing contracts were concluded, of which 5 within the Priority of interventions 1 and 7 within the Priority of interventions 2, both totaling a number of 3,499 and 426.09 km, respectively.
- Milestone 343 - Kilometers of cycling routes built and accessible for cycling, with a deadline for completion in Quarter II of 2026. The target is the development of 2,404 km of new cycling routes.
At the same time, the Velo National Coordination Center is a partner in the "Active2Public Transport" project financed by the Program for the Danube Region.
