Regional Action Plan for Bucharest: A Strategic Roadmap for Better Active Mobility and Public Transport Integration
As part of the Active2Public Transport (A2PT) project, the National Velo Coordination Centre (NVCC) has developed the Regional Action Plan for the Bucharest–Ilfov Region.

The document provides a strategic framework for strengthening the integration of walking and cycling with public transport, supporting the transition towards a more sustainable, accessible and people-centred mobility system.

Developed through a combination of spatial analysis, stakeholder input, user surveys and pilot activities carried out during the project, the Regional Action Plan identifies the main challenges affecting first- and last-mile connectivity in Bucharest and proposes practical measures to address them.

Among the key priorities are:

  •  improving pedestrian accessibility around public transport hubs; 
  •  expanding safe and continuous cycling infrastructure; 
  •  developing Bike & Ride facilities and intermodal hubs; 
  •  enhancing the quality of public spaces surrounding transport stations; 
  •  encouraging behavioural change towards more sustainable travel choices. 
The Action Plan also highlights six priority transport hubs analysed within the project and proposes scalable solutions that can be replicated across the Bucharest metropolitan area.

By translating the A2PT methodology into locally adapted actions, the Regional Action Plan contributes to the long-term objective of creating a transport system where active mobility and public transport function as one integrated network, reducing car dependency while improving accessibility, environmental performance and quality of life.

The Regional Action Plan serves as a practical reference for public authorities, transport operators, urban planners and other stakeholders involved in shaping the future of sustainable mobility in the Bucharest–Ilfov region.
