Thus, according to the document, Romania does not have a legal framework for the administration and development of green infrastructure (hiking, cycling, non-motorized equestrian or nautical tourism).

"The network of bicycle routes at the national level is under-developed, although it contributes to the green transition, to the reduction of pollution and to the economic development of communities and tourism", the text of the PNRR states.

Therefore, the main objective of component IV.4 is the construction, operationalization and promotion of medium or long velo routes, including EuroVelo routes, in order to create a national network that encourages cycle tourism and the daily movements of the population.

"It is proposed to pass through Romania two sections of the EuroVelo routes established at the European level, respectively from the EuroVelo 6 ("Atlantic-Black Sea") and from the EuroVelo 13 ("The Former Iron Curtain Cycling Route"), which connects the Barents Sea with the Black Sea. However, not a single kilometer of the route has yet been completed," the text of the document states.

Thus, the initiative aims to:
  • Promotion of a legislative and institutional framework regarding the development of cycling, pedestrian, non-motorized nautical and equestrian routes.
  • Construction of up to 3,000 km of cycling routes in Romania, completion of Eurovelo 6 and other similar routes.
  • Supporting the Via Transilvanica route and other mature projects initiated by civil society and local public administrations for pedestrian, bicycle, non-motorized nautical and equestrian routes.
